Fire Rescue Department requests three actions to complete the construction of Fire Station 5:
1) An increase in approved Fire Impact Fees for the purchase of the generator for Fire Station 5, located at 1525 Foundation Park Blvd. This was previously approved for $70,090. Station 5 required a higher kilowatt generator than was originally quoted. This will be an increase of $9,995 due to a mistake in the initial quote to purchase the correct size generator. This generator addition is necessary to ensure that the fire station remains fully operational in the event of a prolonged power failure. With the ongoing development in Fire Station 5’s response area, including a new four-story apartment complex with accompanying additional residents and calls to the area, the anticipated expansion of residents in the area necessitate the need for the generator in the event of a power failure. Current calls for service have been continually increasing with the addition of this new residential development and therefore has created the need for increased services to the area. This generator will assist with service due to the growth and expansion of the area.
Utilization of these funds will allow Fire Rescue to maximize the use of the current allocated general funds while ensuring that the structure meets current building codes and crews are able to respond back into their response area and meet the health safety and welfare needs of the community and the citizenry of the City of Palm Bay.
2) Fire Rescue Department requests the utilization of Fire Impact Fees in the amount of $68,415 for the installation of a utility water line to supply the required fire protection sprinkler system required by code. The current building does have a water supply line in place; however, this utility line is necessary to provide the water flow and pressure required for the fire protection sprinkler system. The water line in place will not supply a fire protection sprinkler system.
With the ongoing development in Fire Station 5’s response area, including a new four-story apartment complex with accompanying additional residents and calls to the area, the anticipated expansion of residents in the area necessitate the need for the fire protection system to protect this asset to the neighborhood. Current calls for service have been continually increasing with the addition of this new residential development and therefore has created the need for increased services to the area. This utility water line is a necessary component required to for the sprinkler system to function and allow for the station to open and provide 911 service to cover the growth and expansion of the area.
Utilization of these funds will allow Fire Rescue to maximize the use of the current allocated general funds while ensuring that the structure meets current fire codes and crews are able to respond back into their response area and meet the health safety and welfare needs of the community and the citizenry of the City of Palm Bay.
3) Due to several required unanticipated items that were not part of the original budget, Fire Rescue is requesting $45,710.39 from General Fund undesignated fund balance. This is $20,670 for fire sprinkler system, $10,040.39 for fire alarm system and permit fees, and $15,000 for contingency.
