LEGISLATIVE MEMORANDUM

TO:

Honorable Mayor and Members of the City Council
FROM: Suzanne Sherman, Acting City Manager
DATE:

7/16/2020
RE:

Consideration of implementing a Military Banner Program.

The City of Palm Bay is home to many active-duty and reserve military members, veterans, and their families.

The Youth Advisory Board voted unanimously at its June 30, 2020, meeting to propose this program to the City Council and to offer whatever support they can provide to help honor our military members and veterans. Issues that need to be determined include:

• Potential locations (i.e., Malabar Road, Babcock Street, near City Hall, near Veterans’ Park, etc.).

• Advertising and distribution of materials, possibly relying upon a partnership with various veterans’ groups (i.e., the American Legion, the VFW, the Military Officers’ Association (MOAA), and the Navy League).

• Relying upon the youth of the community to help promote this program through various service-oriented youth programs, such as the Naval Sea Cadets, the JROTC, the Boy Scouts, and the PBPD Police Explorers).

The Company which prints the banners will also create an advertising tri-fold flyer as part of its program (see attached product description). The City would need to assist in the acceptance of orders (via a website portal) and provide a bucket-truck and personnel for installation of the banners.

If Council approves this program, including support of City staff, it would be possible to get these banners installed for Veterans’ Day, November 11, 2020.
