RE:

Resolution 2020-32, amending Resolution 2019-37, adopting Classification and Pay Plans and the Position Control Plan for employees of the City of Palm Bay (third amendment).

The following changes are reflected in the 3rd Quarter Position Control Plan Change:

 

Community & Economic Development (CED): The position of Special Projects Manager (filled position), has transferred from Fire Rescue to CED. As the funding for this position is also being transferred from Fire to CED there is no cost involved with this change.

 

Finance: Reclassified the Accounting Manager position to a new position entitled Chief Accountant. The original position has transitioned from assisting the Finance Director to taking the lead and having primary responsibilities for the majority of accounting functions to include preparation of the City’s annual financial report and overseeing the external audits. Funding for this position comes from savings realized from two positions that were recently downgraded.

 

Fire Rescue: Reclassified one (1) vacant Firefighter position into a Fire Lieutenant. A Fire Lieutenant is currently being utilized in fire inspections leaving the department short in operations. The vacant Firefighter position was vacated due to retirement.  As the salary budgeted for that position is equivalent to that of a newly promoted Fire Lieutenant, there is only a minor increase of approximately $3.00 to the department’s costs, which will be absorbed by their current budget.

 

Growth Management: Increased the pay grade of the vacant Chief Building Official from grade AF to grade AG. This change allowed the department to make a competitive offer of employment for this position. The increase is $2,462 for this position and will come from the department's current budget. Reclassified one (1) Plans Examiner position to a Fire Plans Examiner. Fire Plans examination is a necessary function of the Building Division and has been handled by the Fire Department on a temporary basis. There is no cost involved with this change as the pay grade will remain the same. Added one (1) Building Code Compliance Inspector position at a paygrade WN. There has been an increase in the use of private providers for inspections, violations, and construction. This position will help to coordinate interdivisional and interdepartmental efforts to accommodate the additional work-load due to the increases. The increased cost of $114,000 will come from the department’s current available budget.

 

Public Works: Reclassified one (1) vacant Assistant Director position (the department had 2 Asst. Directors positions) to a Business Operations Division Manager. The Public Works Accountant was reclassified into the position which will create a savings of $6,367 for the remainder of this FY and $20,692 for FY21. Also eliminating the Office Manager position upon the retirement of the current incumbent on July 18th. This will realize a savings of $15,184 for the remainder of this FY and $71,779 for FY21.

 

Utilities: Reclassified one (1) Accounting/Procurement Assistant to a Management Analyst position. The Accounting/Procurement Assistant position was originally created to serve as a backup to the Utilities Accountant but evolved and now includes managing several programs. The Management Analyst position is the appropriate position based on the increased duties assigned. The increase of $2,576 will come from the department's current budget, due to current vacancies, for the remainder of this FY.

FISCAL IMPACT:

The fiscal impact of these changes is being absorbed within existing approved budgets in the affected Funds.


RECOMMENDATION:

Motion to 

approve Resolution adopting the modified Position Control Plan, Classification and Pay Plans.
