The City’s Fire Department does
not currently have automated chest compression devices and performs manual CPR.
The Fire Department applied for and received a FEMA Assistance to Firefighters
Grant for critical response devices. On March 5, 2020 staff requested, and
Council approved purchasing these devices off a cooperative contract, pending
the grant administrator’s approval. On March 10, 2020, the FEMA grant
administration team provided guidance regarding Federal Procurement rules and
cooperative purchases, and the Chief Procurement Officer recommended the City
go out for a competitive solicitation to best meet the requirements of the
grant and 2 CFR 200.318-200.326.
A Request for Proposal (RFP) was
issued and responses were received from four (4) vendors. Procurement staff
reviewed the proposals for responsiveness. An Evaluation Team comprised of Fire
Department staff evaluated the proposals for qualifications and technical
response. The Evaluation Team ranked Stryker Medical Sales out of Redmond,
Washington as the top-ranked vendor.
The E-Team determined that the Stryker
product conducts compressions of the chest and full recoil sufficient to allow
ventricles to fully fill with blood enhancing each compression with proper
physiology for successful cardiac output.
The Stryker device meets the recommended 100-120 beats per minute in
accordance with American Heart Association (AHA) guidelines. The stroke volume
maintained by the Stryker device aligns with the heart rate to provide enough
cardiac output to the patient. Other proposals
have deficiencies such as underachieving the recommended AHA guidelines at
80-85 beats per minute which decreases cardiac output sufficiently; inability
to treat bariatric or pregnant patients; and no hands-on (on-site)
training.
The award amount is $116,626.70
and includes 8 Automated Chest Compression Devices, one (1) accessories pack
consisting of suction cups, grip tape, wrist straps and stabilization straps, 17
extra batteries, 8 external power supplies and 8 desktop battery chargers. Additionally, Stryker Medical Sales provides
an $18,000.00 trade in credit for six obsolete ZOLL Auto Pulse devices that are
no longer in use.
The grant requires that the City comply with the procurement standards
applicable to a local government as contained in the 2 C.F.R. §§ 200.318 to
326, which includes a prohibition of Local Preference.
