| | | | | | | | At the March 5, 2020, regular City Council meeting, Council approved the submission of a grant application to the Office of Community Oriented Policing Services for the FY2020 Cops Hiring Program (CHP). The grant application was to provide six new entry-level Police Officers to address an increase in firearm related homicides, robberies, and aggravated assaults through a community oriented policing program.
The CHP will provide up to 75% of salary and fringe benefits for entry level sworn police officer positions over a 36-month period with a maximum federal allocation of $125,000 per awarded officer position. The program requires a minimum 25% local match for the first 12 months, and a sliding percentage to have the applicant agency fund a larger percentage of the salaries each following year. The grant also requires the applicant show a budget allocation for maintaining the awarded percentage with 100% funding for an additional 12 months upon completion of the grant.
The total estimated cost of the program is $1,688,067. The total federal share of the grant award is $750,000 and the remaining $938,067, is required to be provided as a local city match. The allocations required over the three-year program are provided below:

The CHP Grant Award will provide up to 75% of salary and fringe benefits over a 36-month period with a maximum federal-portion allocation of $125,000 per awarded officer position. The Program requires a minimum 25% local city match for the first 12-month period (Program Year 1), totaling $225,136, which is anticipated to begin in Fiscal Year 2021. Subsequently, the local city match for Program Year 2 (Fiscal Year 2022) is $281,420 and Program Year 3 (Fiscal Year 2023) is $431,511. The total local city match over a 36-month period is $938,067; after completion of the Program the City will expense 100% of the officer position salaries and fringe benefits.

3) Authorize the Police and Finance Departments to proceed with funding the local match starting with FY21 Budget preparation. |
