This Resolution is to adopt procedures for Boards of the City of Palm Bay to conduct virtual meetings. In addition, the Resolution provides procedures for the submission of evidence in quasi-judicial or public hearings before City Council, Code Enforcement and Planning and Zoning.
On March 1, 2020, the State Surgeon General and State Health Officer declared a Public Health Emergency exists in the State of Florida as a result of COVID-19. On March 9, 2020, Florida Governor DeSantis issued Executive Order 20-52 declaring a state of emergency for the entire State of Florida as a result of COVID-19.
On March 20, 2020 Governor Ron DeSantis issued Executive Order 20-69, which provided that municipalities may conduct meetings of their governing boards without having a quorum of its members present physically or at any specific location, and utilizing communications media technology such as telephonic or video conferencing, as provided by Section 120.54(5)(b)2, Florida Statutes, and in response the City Council of the City of Palm Bay adopted Resolution 2020-12, providing procedures for virtual meetings before City Council. The order has been extended a number of times and most recently Governor DeSantis issued Executive Order 20-150 extending Executive Order 20-69 until 12:01 a.m. August 1, 2020.
