| Consideration of a Memorandum of Understanding with the School Board of Brevard County to assign school resource officers to school campuses within Palm Bay for the 2020/2021 and 2021/2022 school years. |

| | | | | | | | Attached is the Memorandum of Understanding for 2020 through 2022 between the School Board of Brevard County and the City of Palm Bay for the School Resource Officer (SRO) Program. This Agreement includes the City's minimum commitment of three SRO’s currently assigned to Bayside High School, Heritage High School and Southwest Middle School, however, up to fourteen SRO’s are included in the MOU to support the remaining eleven public elementary schools in Palm Bay. This Agreement continues the SRO Program for two years. The first year of the two-year commencement will be effective as of July 1, 2020 and will expire on June 30, 2021, with the School Board reimbursing the City a flat-fee of $57,000 per SRO. The second year will be effective on July 1, 2021, and terminating on June 30, 2022, with the School Board reimbursing the City a flat-fee of $62,000 per SRO.
The MOU includes Exhibits I and II with terms set forth by the School Board relating to program goals and guidelines for the School Resource Officers.

| | | | | | | | FISCAL IMPACT:
The annual cost of the SRO Program (salary and benefits of three police officers) is approximately $213,253 (not including retirement) with $171,000 contributed by the School Board for the first year, and $186,000 contributed for the second year. The City’s share for three SRO’s is planned for inclusion in the General Fund within the FY 2021 proposed budget.
