RE:

Resolution 2020-29, supporting the designation of a portion of State Road 514 (Malabar Road) for former Deputy Chief Lynne Nungesser.

The State Legislature is working with Florida Department of Transportation to designate a segment of State Road 514 between I-95 and Babcock Street Southeast in the City of Palm Bay as “Deputy Chief Lynne Nungesser Memorial Highway.”

On May 12, 2019 Deputy Chief Lynne Nungesser succumbed to a three-year battle with cancer. Deputy Chief Nungesser began her 40 years with the City of Palm Bay Police Department in 1973 as a Records Clerk at the age of 18. 1975 marked the start of her 32 years as a sworn Law Enforcement Officer rising through the ranks to Deputy Chief before she retired from sworn duty in 2006. Later in 2006, Nungesser was appointed to Executive Assistant to the Chief of Police managing administrative and budgetary programs for the department until her full retirement in 2014.

Her dedicated career in law enforcement was full of many notable accomplishments.

In 1989 Nungesser made history in Brevard County when she was promoted to Captain with the Palm Bay Police Department—making her Brevard County’s first female Captain. She was a pioneer in many respects. She helped to create the Crisis Intervention Stress Management Team—the first of its kind in Brevard County—formed in response to a deadly active shooter situation killing two City of Palm Bay Police Officers in the line of duty. In this role, she helped foster a work culture within the department where it was OK to effectively deal with trauma endured as a result of work in the field.

Nungesser was an enthusiastic supporter of the Police Athletic League (PAL) and worked to assemble a baseball team providing new representation to the City of Palm Bay Police Department and opportunities for youth in the City of Palm Bay.

Designating a portion of State Road 514, known locally as Malabar Road, is a small way we as the City of Palm Bay can posthumously honor former Deputy Chief Lynne Nungesser for her many contributions to law enforcement, the City of Palm Bay, and our Great State of Florida.

Motion to 

approve a Letter of Support and Resolution for designating a the segment of Malabar between I-95 and Babcock Street SE as "Deputy Chief Lynne Nungesser Memorial Highway".
