This project is comprised of the removal, disposal, re-installation, lining and restoration of multiple cross drain culvert pipes at sixty-six (66) pipe locations in Port Malabar Unit 24 and eighty-five (85) pipe locations in Port Malabar Unit 25 within the City of Palm Bay. Construction of these projects are all turn-key and will include all aspects of work.
Nine (9) bids were received. The Procurement Department staff reviewed the bids for responsiveness. Public Works Department evaluated the bids for responsibility and ability to perform the scope of services. The Department found the lowest responsive bid to be acceptable. Timothy Rose Contracting, Inc. has recently been awarded two (2) projects, Unit 18 and 31 with minimal change orders and successful completion.
The engineer's estimate for this project was $1,279,229.43. Public Works Engineering staff has reviewed the low bidder’s Summary of Pay Items, proposed Subcontractors, Equipment List and References and is satisfied with the evidence provided by the contractor. Staff recommends Timothy Rose Contracting, Inc., Vero Beach, Florida for award of IFB #60-0-2020 – Culvert Pipe Replacement Unit 24 and 25.
Local Preference was not included in the IFB, as the estimated budget exceeded $1,000,000. If requested, it would not impact the outcome of the tabulation.

The engineer's estimate for this project was $1,279,229.43. Total project award will be $677,763.50. Funds are available in the Stormwater Utility Fund account 461-7084-538-6309, Project No. 20SU13 Unit 24 Pipe Replacement in the amount of $273,270 and 461-7084-538-6309, Project No. 20SU14 Unit 25 Pipe Replacement in the amount of $404,493.50.
