Consideration of utilizing a Florida Department of Environmental Protection grant to conduct an environmental feasibility study for Turkey Creek ($160,000).


The Public Works Department is seeking approval to utilize a House Appropriations grant funded by the Florida Department of Environmental Protection (FDEP) to conduct an environmental feasibility study for Turkey Creek. The study will assess the ecological/environmental and economic feasibility of restoring Turkey Creek to its pre-1950 ecological condition and navigability by vegetated sediment island removal and muck removal.  The project is funded in the amount of $160,000.

 

The study will determine the feasibility of restoring navigability and water quality by both muck and vegetated sediment island removal.  In addition, and perhaps more importantly, engineering alternatives for sediment island and muck removal will be provided, as well as, recommendations for upstream water quality projects that would lend the greatest benefit for maintaining the health of Turkey Creek post-dredging.  The study will also provide the City with a 10-year master plan for stormwater management, water quality-enhancing projects for maintenance of environmental health within the Creek and reducing the necessity and occurrence of future dredging.   The findings from this study would provide prodigious tangible and intangible benefits to natural habitats, fisheries, the City and its residents.

FISCAL IMPACT:

Anticipated project cost is $160,000. Total Impact of $160,000 before Grant will be charged to account 301-7090-539-3108/20PW02. Appropriation of funding will be on the next scheduled Budget Amendment in FY2020. Total impact after Grant is $0 after reimbursment. If for any reason the grant money is withdrawn or the City fails to meet its obligations under the grant agreement, the full cost of the project will be borne by the City’s Stormwater Fund.


RECOMMENDATION:

Motion to 

1) approve the utilization of FDEP Grant #LPA 0067 awarded to the City to provide a Pre-design Feasibility Study report for restoring Turkey Creek to pre-1950 ecological condition and navigability under Project 20PW02 Turkey Creek Restoration Feasibility Study Engineering and Environmental Assessment; and 2) authorize funding to account number 301-7090-539-3108 for the amount of $160,000 until Grant reimbursement is received.
